MI Roudlotut Tholibin Tulungagung faces challenges in strengthening teachers’ digital competence in response to 21st-century learning transformation and the demands of achieving Sustainable Development Goal (SDG) 4 on Quality Education. Initial analysis showed that technology use remained limited to simple presentation media and online communication and had not developed into interactive and collaborative technology-based learning practices that support students’ literacy and numeracy. In addition, systematic assistance to continuously improve teachers’ digital pedagogical competence was not yet available. This community service program aimed to strengthen teachers’ digital competence through the development of applicable and measurable technology-based learning practices. The solutions included competency mapping based on TPACK and digital literacy, intensive training and hands-on workshops on developing digital learning media, classroom implementation assistance, and portfolio-based evaluation. The program was conducted through needs analysis, module development, workshops, classroom implementation, monitoring, and pretest and posttest evaluations. The results showed an increase in understanding of TPACK concepts and digital literacy from 62% to 88%, technical skills in developing digital learning materials from 55% to 85%, and confidence in integrating technology in the classroom from 60% to 87%. The number of teachers capable of independently producing digital teaching materials also increased from 8 to 12. The observation results showed that technology-based learning was implemented at a rate of 89.67%, while the participant satisfaction survey indicated a satisfaction rate of 91.43%. These results indicate an improvement in the measured competencies and positive feedback from participants after completing the training and mentoring program.
